I disagree. I don't think that the ending is important, at all, when you start writing as long as you have a pretty good grasp of how you want to begin and what the middle will consist of. Whinnied doesn't refer directly to a horse's neigh, it's just the most common usage.
You can also use 'Whine", or "cry", to describe it.
