I think I can agree with just about everything Magus has said. In the end take prologues on a case by case basis. No point in calling a chapter one a prologue just for the sake of it. The only reason (other than those indicated by Magus and even then this is only an extension of his use of prologues...

Not sure what the debates about...I see no reason why a prologue is always necessary. It depends on the story.
