Voldormort is not a very good villain

when it comes to top level evil villains some how voldoemort is real second rate, he does not have a goatee or even a white cat.

what makes him so evil that no one will say his name?

Apparently he did some very evil things back in the day. He's like the wizard world's Hitler (but we have no trouble talking about him a lot, perhaps because he's dead.) Also, he can't be *too* evil. It is after all a children's and/or young adult series. But I do think a more sinister Voldemort would be good for the last book. Go out with a blowfeld type bang.

I believe that it may have something to do with the old belief that to name an evil summons it.

He's got a snake, though. And for some reason, I just feel that Nagini has something to do with Voldemort being Slytherin's last remaing ancestor (JKR has gone back and forth on if she made a mistake with ancestor, or not, I believe, and she's never wishy washy like that?)
