Koll just needs to constantly be challenged, and Neseldin is offering him that. I don't think he cares who he hurts so long as his needs are satisfied. This may make him seem selfish, but he's just a complicated creature.

Strategos just wants peace. He's seen wars all his life and he's decided that uniting the world will require immense political and military power. To that end he wants to unify the world under one rule, even if it's a totalitarian nightmare. Then he's going to use his alchemy to create paradise on earth.
So yeah, a wee bit mentally unbalanced.
